At Jumbl, child safety is our highest priority. We maintain a zero-tolerance policy regarding Child Sexual Abuse and Exploitation (CSAE). We employ automated infrastructure, human moderation, and strict legal compliance to detect, remove, and report illegal content.
As a platform operating within the European Union, we are committed to the safety of minors in accordance with the Digital Services Act (EU) 2022/2065 and the EU Strategy for a Better Internet for Kids (BIK+).
Jumbl strictly prohibits the upload, sharing, storage, or solicitation of content that depicts or promotes:
1. CSAM (Child Sexual Abuse Material): Any visual depiction of a minor engaging in sexually explicit conduct, including realistic AI-generated imagery.
2. Grooming & Enticement: Any attempt by an adult to build trust with a minor for sexual purposes or to solicit explicit material ("cybergrooming").
3. Sexualization of Minors: Content that depicts minors in a sexualized manner, including "borderline content."
4. Sextortion: Threatening to release intimate images or information to coerce a victim.
5. Non-Consensual Intimate Imagery (NCII): The sharing of private sexual images without consent, specifically regarding minors.
To prevent the spread of illegal material, Jumbl utilizes filtering technology in compliance with Regulation (EU) 2021/1232 (The Temporary Derogation), which permits the use of technologies to combat online child sexual abuse.
1. Hash Matching: We scan media using perceptual hash technology, comparing uploaded content against known databases of Child Sexual Abuse Material (CSAM) provided by the National Center for Missing & Exploited Children (NCMEC) and, where applicable, INTERPOL/Europol hash lists.
2. Privacy Safeguards: Automated detection is strictly limited to the identification of illegal CSAE content. We implement technical and organizational measures to ensure that user privacy is protected in accordance with the GDPR.
We empower our community to act alongside our automated systems.
A. In-App Reporting (Notice and Action)
In compliance with the Digital Services Act (DSA), every post, user profile, reaction, and comment on Jumbl includes a reporting mechanism:
1. Users can select "Report" > "Child sexual abuse material".
2. These reports are flagged as "High Priority" and reviewed urgently by our Trust & Safety team.
3. Reporter Feedback: As required by the DSA, we will notify the person who submitted the report of our decision, provided we have their contact details.
B. Enforcement
If content violates this policy:
1. Removal: Content is immediately removed from public view.
2. Ban: The offending account is permanently banned. We use device and IP blocking to prevent new account creation.
3. Preservation: Relevant data is preserved securely for legal evidence.
Jumbl complies with applicable EU and national laws regarding the reporting of criminal offenses.
A. Reporting to Authorities
If apparent CSAM or imminent threats to a child are detected:
1. Europol & National Police: We report illegal content to Europol and the relevant national law enforcement authority via the appropriate channels.
2. NCMEC CyberTipline: As an industry standard and to facilitate international cooperation, we also submit reports to the NCMEC CyberTipline.
B. Data Processing & GDPR
Lawful Basis: The processing of this data is necessary for the prevention of crime and protection of vital interests (GDPR Art. 6(1)(d) and Art. 6(1)(f)), and is processed under strict safeguards pursuant to GDPR Article 10 regarding criminal convictions and offenses.
Data Preservation: User data associated with reported CSAM (including IP logs, timestamps) is preserved for at least 90 days (or longer if requested by law enforcement) to assist in investigations.
Data Security: Preserved data is encrypted and access is strictly restricted to authorized Trust & Safety personnel and Legal Compliance officers.
